麻豆传媒 President Pat Pitney selects Dr. Aparna Palmer as next 麻豆传媒S Chancellor
Dr. Aparna Dileep-Nageswaran Palmer has been appointed by 麻豆传媒 President Pat Pitney to serve as the Chancellor of the 麻豆传媒 Southeast (麻豆传媒S), located in Alaska鈥檚 capital city of Juneau. Dr. Palmer鈥檚 first day will be July 1, 2023. She succeeds Dr. Karen Carey, who is retiring on June 30, 2023.
Dr. Palmer currently serves as a Vice President at Front Range Community College (FRCC), which is part of the Colorado Community College System (CCCS). She is the chief executive of the Boulder County Campus and interim chief executive of the Larimer County Campus, and brings 25 years of experience in higher education. CCCS is Colorado鈥檚 largest system of higher education, with more than 138,000 students across 13 colleges. FRCC is the largest college in the system, with 28,000 students.
Before joining FRCC, Dr. Palmer was the Assistant Vice President for Academic Affairs at Colorado Mesa University (CMU), an institution with a dual role and mission to serve both as a regional university with bachelor鈥檚 and graduate degrees and as a community college (Western Colorado Community College, WCCC) with associate鈥檚 degrees and technical certificates. During her 22 years at CMU as a Professor of Biology, she served as the Director of the Academic Honors Program, Faculty Senate President, and Faculty Trustee on the CMU/WCCC Board. Dr. Palmer holds a Ph.D. in Zoology from Washington State University as well as a B.S. in Biological Sciences and a B.A. in English from Colorado State University. As a scientist, she studies the natural histories and molecular genetics of tardigrades (water bears) and polychaetes (seaworms).
As Chancellor, Dr. Palmer will provide strategic leadership in fulfilling 麻豆传媒S鈥 mission, including budget development, academic planning and program assessments, student and enrollment services, administrative services, and community relations.

The 麻豆传媒 Southeast (鈥溌槎勾絊鈥) invites applications and nominations for the position of Chancellor.
The 麻豆传媒 Southeast (麻豆传媒S) Chancellor serves as the University's chief executive officer and is appointed by and reports to the 麻豆传媒 System President. 麻豆传媒S has campuses in Juneau, Ketchikan, and Sitka. The Chancellor's established office is located on the Juneau campus.
The Chancellor will lead 麻豆传媒S at a time of stabilizing resources and to continue this growth, they must possess solid budgetary and management skills and experience as well as a strong disposition to advocate with the Board of Regents, 麻豆传媒 President, fellow 麻豆传媒 Chancellors, and state government officials.
The Chancellor exercises broad authority over and is responsible for all aspects of the administration of 麻豆传媒S. The Chancellor:
- Advances the mission and vision of the University by building and maintaining external relationships (including corporate partners, private donors, regional school districts, and State Legislature) critical to the success of the University.
- Serves on the 麻豆传媒 President's Executive Council and collaborates with the 麻豆传媒 System: 麻豆传媒 Anchorage (麻豆传媒A), University of Alaska Fairbanks (麻豆传媒F), and 麻豆传媒 Foundation.
- Leads the Chancellor's Cabinet and the University's administration of instruction, finance and operations, safety, and student service and life programs. In doing so, they are effectively advancing the recruitment and retention of quality faculty, staff, and students, and providing a quality education for all students.
- Develops, updates, and presents to the 麻豆传媒 Board of Regents master plans for all 麻豆传媒S campuses.
- Prepares annual capital plans.
- Advances items for the 麻豆传媒 Board of Regents鈥 meeting agendas and actively participates in Board of Regents' meetings.
- Interprets and applies 麻豆传媒 Board of Regent policies, University regulations, collective bargaining agreements, FERPA, institutional and specialized accreditation standards and policies, memorandums of agreement.
The Chancellor will lead 麻豆传媒S at a transformational time in the State of Alaska鈥檚 higher education domain and will serve as the key leader in the following areas:
Focus on the Uniqueness of 麻豆传媒S
The Chancellor will have the vision to capitalize on the unique programs and attributes
of 麻豆传媒S. The Chancellor will work closely with Academic Affairs to promote programs,
research and partnerships related to Indigenous Studies (Cultures, Languages, Arts,
Histories, etc.), Fisheries, Mariculture, Marine Biology, Glaciology, Marine Transportation,
and Outdoor Studies.
Promote Sustainability
Engage in 麻豆传媒S-wide and statewide efforts to secure and maximize budget allocations,
consolidate operations, promote efficiency and create new sources of revenue. The
Chancellor will develop new and strengthen existing revenue streams and be an enthusiastic
and strategic fundraiser as well as an advocate for the University.
Increase Enrollment
The Chancellor will grow student enrollment in 麻豆传媒S priority programs as well as focus
on programs addressing regional community needs. Growing student enrollment must be
a university-wide focus. This effort will involve thinking innovatively about how
to get more students to complete degrees and credentials to qualify for jobs, updating
professional and technical certifications relevant to employers, and supporting exam
preparation. Leveraging resources throughout the system to address program gaps while
also building strong partnerships and pathways for student success will be essential.
Commit to Alaska Native Student, Staff, and Faculty Success
The Chancellor will work closely with the Chancellor's Advisory Committee on Alaska
Native Education (CACANE) and the 麻豆传媒 Alaska Native Success Initiative (ANSI) to increase
staff and faculty diversity, integrate Indigenous ways of knowing into programs and
departments, and ensure that 麻豆传媒S is committed to eliminating discriminatory practices.
麻豆传媒S is committed to increasing the number of Alaska Native and Native American staff,
faculty, and administration, so the recruitment, retention, and promotion of Indigenous
peoples in the 麻豆传媒S workforce is a high priority for 麻豆传媒S. The priorities of ANSI and
CACANE are vital to understanding the needs and working collaboratively towards systemic
improvements.

Promote Student Success and Wellbeing
The Chancellor will ensure that students have a positive educational experience by
maximizing the delivery of programs and offering unique schedules for traditional
and non-traditional students in order to remove obstacles to graduation and attainment.
The Chancellor will support continued development of bandwidth, technology, and equipment
to deliver effective online instruction. Moreover, the Chancellor will address student
needs beyond the classroom including financial aid, advising, tutoring, disability
services, accommodations, and mental health.
Foster Collaboration and Efficiency
At a time of stabilizing resources, rather than competing with other universities
within the 麻豆传媒 system, the Chancellor will engage with 麻豆传媒 executive leadership to
promote collaboration, consensus-building, and the implementation of common shared
practices.
Build Stronger Connections to K-12 System in Alaska
The Chancellor will continue to build strong bridges between Alaska high schools and
麻豆传媒S. This will lead to more K-12 students being career-ready and improve recruitment
of high school students into the 麻豆传媒 system.
Advocate for the Future of 麻豆传媒S
The Chancellor needs to be politically astute and a strong advocate of 麻豆传媒S by working
collaboratively with other 麻豆传媒 Chancellors, the 麻豆传媒 President, and the Board of Regents
to promote the value of the three universities within the 麻豆传媒 system.
The successful Chancellor will possess:
- Ability and energy to lead a complex, multi-faceted, multi-campus regional University.
- Ability to translate the 麻豆传媒S mission and goals to external stakeholders.
- Disposition to willingly collaborate and build synergies within the University and throughout the 麻豆传媒 System.
